Extreme value analysis for large scale outages of telecommunication networks

(in English) In telecommunication networks, it is difficult to predict the probability of occurrence of large-scale outages because these outages have different causes, outage scales, and outage times. On the other hand, the tendency of occurrence of extreme weather can be predicted by using the extreme value theory and handling the maximum values as outliers. Though the large-scale outages of telecommunication networks are not natural phenomena, those values can be treated as outliers. Therefore, in this article, authors tried to analyze these outages by using the extreme value theory. The key-point is to define the production of outage scale and outage time as the random variable. Moreover, the authors also analyzed large-scale outages in other services such as broadcasting and railway and compared results of telecommunication networks with these results.
