A Probabilistic Method for Determining the Expected Departure Clearance Time based on Estimated Time of Arrival at an En-route Fix

(in English) Air traffic flow management(ATFM) controls traffic to ensure safe separation among aircraft and reduce holdings and delays in air and airports as much as possible. In ATFM processes, the estimated times of arrival at an en-route fix are generated on the basis of expected departure times. This paper proposes a probabilistic method for adjusting the scheduled time on the fix taking into account the distributions on errors in estimated time for each aircraft, assuming that the rough information on the error distributions is available. Firstly, we describe the swap probability of aircraft pairs and the conflict probability in relation to the size of separation buffer and separation minimum. Then, we deal with examples of calculation based on a simple model briefly.
