(in English) We have researched how to suppress the expansion of routing table size of routers that use the Internet. This report introduces a future Internet that uses the original idea of ID/locator separation, which supports implementation on an IP en-capsulation network and assures the use of standard IP packets, such as IPv4. Communication carriers provide networks to ISPs. Each ISP manages access networks with end user connections, and/or sites that hold servers and/or information devices for services, which are connected to carrier network. Besides, these access networks and/or sites, spatial neighbors, are divided into one or more regions. ISPs collect IP packets that end users send through access networks, en-capsulate and transfer the IP packets inside a region or among regions, across VPN tunnels, provided by carriers. We indicate the existence of a report, issued in 2005, describing just the same idea as original ID/locator separation; which adopts an IP en-capsulation network to establish a commercial mobile communication system.
