Joint Rate Control for Stored Video Streaming

(in English) Packet arrival delays and packet losses often spoil quality of video to be transmitted over unmanaged IP network. So far, there're a lot of studies to solve this issue, such as video bitrate control methods and transimission rate control methods. However, any conventional control methods cannot sufficiently improve quality of video because these methods just use a single input parameter and their control algorithm does not have optimal goals including quality of users' experience. In this paper, we adopt video streaming system to control both video bitrate and transimission rate independently, and propose a joint rate control method which integrally controls both. And the highest video quality defined as a formula of evaluation function can be archieved when using our method assisted by an optimal control in modern control theory.
