Fast Scalable Video Coding using Contrast Sensitivity

(in English) There are a lot of video coding algorithms based on human visual system to enhance coding efficiencies. The algorithms can reduce coding bits by assigning few bits to the regions where quality degradations can be slightly perceived. For example, one of these algorithms proposes a visual distortion model based on contrast sensitivity and uses it for mode decision in H.264/AVC. We improve the algorithm to speed up an encode process of SVC, which is the extension of H.264/AVC, and then propose a new visual distortion model. We can speed up the SVC encode compared with the SVC reference encoder, while the increase of coding bits is suppressed.
