An Estimate of a controller workload based on the number of proximity aircraft

(in English) ATFM(Air Traffic Flow Management) is carried out for safe and effective utilization of each sector, to cope with the increase of air traffic volumes recently. A controller workload is estimated in each En-route sector prior to the departure of aircraft. ATFM adjusts the departure time of each aircraft if the controller workload is estimated to be beyond the capacity limit defined in the sector. The controller workload is based on the measurement, analysis and classification of the controller’s task of each sector. Under the current ATFM, a controller workload is estimated on the basis of four categories (departure, arrival, over-flight, in-sector). However it is time consuming to analyze actual controller’s task data.
Therefore the controller workload estimation is required using another method reflecting traffic conditions of each sector without analyzing controller’s tasks of each aircraft. This paper proposes the method of controller workload estimation based on the number of proximity aircraft. As a result, the trend is similar to that of controller workload based on four categories.
