[所信表明]

学会はそもそも誰のために何のために存在するのでしょうか?学会は本来、何らかの大テーマ(当会の場合は電子情報通信)を軸に自分がやりたいこと(議論、発表、出版、知識の習得、交流、社会貢献、提言など)を仲間を集めて実行できる基盤であるとわたしは考えております。当会の研究会のルーツも専門性を磨くための有志による勉強会であったとうかがっており、当会も元々はそのような基盤として誕生したものと思います。その後の電子情報通信分野の成長とともに、当会は大きな組織に発展したが故、その運用を維持するために構造化が進められました。構造化された大きな組織を存続するには多大な労力が求められます。しかしながら昨今は、我が国の若者人口の減少や博士の学位取得者減少などにより、当会は構造転換せざるを得ない状況にあります。幸い当会には諸先輩方の知恵と経験、中堅たちの実行力、そして若手たちの活力があり、未来に向けてそれらを融合することができると思います。当会が構造転換により、特に今後中心となっていく若手たちがやりたいことを仲間を集めて(ワクワク)実現できる基盤として生まれ変われるよう、わたしも微力ながら尽力させていただく所存です。

[プロフィール]

2003年大阪大学大学院工学研究科博士後期課程修了。同年京都大学大学院情報学研究科助手、2011年〜現在同准教授。2008〜2009年米国WINLAB客員研究員。2018年〜現在科学技術振興機構さきがけ研究員。2006〜2007年度本会モバイルマルチメディア通信研究専門委員会幹事、2010〜2011年度本会通ソ研専運営会議企画幹事 (大会委員兼任)、2011〜2012年度本会関西支部庶務幹事、2017〜2018年度本会モバイルネットワークとアプリケーション研専委員長、2019〜2020年度本会企画戦略室幹事。ICDCS、InfocomなどのIEEEの国際会議併催Workshop運営。2006年本会学術奨励賞、2007年エリクソン・ヤング・サイエンティスト・アワード、2016年テレコムシステム技術賞、2019年本会通ソ論文賞 (チュートリアル論文)、2020年「異種混合ネットワークにおける協調に関する分野横断研究」に対し本会フェロー称号。IEEE Senior会員。博士(工学)。

[Statement]

Here is a question: for whom and for what does an academic association exist? I would answer: originally, an academic association is a platform on which, for some major theme (electronics, information and communication in our case), you and your colleagues can consider and carry out what you want to do (discussion, presentation, publishing, knowledge acquisition, exchange, social contribution, proposal, etc.). I heard that the origin of the technical committees of IEICE was also a study group of volunteers who wanted to hone their expertise, which means IEICE had also started as such a platform. With the growth in electronics, information, and communication, IEICE has become a large organization that needs to be structured for efficient operation. Such a large structured organization requires much effort to be sustainable. However, due to the aging population and the decrease in the number of doctoral degree holders in Japan, we are facing a situation in which we must change the structure of IEICE. Fortunately, IEICE has the wisdom and experience of its prestigious members, the ability of mid-carrier members to take actions, and the energy of young members and put them together toward a more secure future of IECE. I will do my best to restructure IEICE as a platform on which members (especially young ones, who are the future of this field) and their colleagues can consider and carry out what they want to do (while intellectually stimulating each other).

[Biography]

Ryoichi Shinkuma received a Ph.D. from the Graduate School of Engineering, Osaka University in 2003. In the same year, he joined the Graduate School of Informatics, Kyoto University as an assistant professor. Since 2011, he has been an associate professor of the Graduate School of Informatics, Kyoto University. From 2008 to 2009, he was a visiting scholar at WINLAB, USA. Since 2018, he has been a researcher at PRESTO, Japan Science and Technology Agency (JST). He was a secretary of the technical committee for mobile multimedia communications, IEICE from 2010 to 2011, a secretary of the steering committee of the IEICE Communications Society (concurrently serving as a member of the general/society conference committee) from 2011 to 2012, a secretary of the Kansai Branch of IEICE from 2017 to 2018, and the chairman of the technical committee for mobile network and application, and a secretary of the planning and strategy office of IEICE since 2019. He also organized international workshops in conjunction with IEEE international conferences such as ICDCS and Infocom. He received the Young Researchers’ Award from IEICE in 2006 and the Young Scientist Award from Ericsson Japan in 2007. He also received the TELECOM System Technology Award from the Telecommunications Advancement Foundation in 2016 and the best tutorial paper award from the IEICE Communications Society in 2019. He became a fellow of IEICE in 2020 for his study entitled `Cross-disciplinary Research on Cooperation in Heterogeneous Networks.' He is a senior member of IEEE.
