[所信表明]

ICTに限らずあらゆる分野において,綿々と積み上げられてきた学術と技術による人中心のフィジカルなシステムは,サイバー主体への劇的な変化に直面している.その先駆けがデータ駆動であり,そして生成AIの急速な発展でもある.これらは本学会の活動領域を大きく拡大している一方で,大容量のデータの運用による環境負担の増加や社会の歪を増加させ,狭い専門分野に特化した努力の価値への挑戦といった問題も引き起こしている.単に限られたマーケットが求める領域を我先に手掛ける視点ではなく,人類の過去の歴史に習い,フロンティアの拡大に転じることが必要なのではないか.そのために本学会がどうあるべきかを,国内の局所的な最適化ではなく,世界に多様な可能性を示す方向で見直すことが必要であろう.微力ながら,本学会を含むこれまでの活動経験を活かし,監事として本学会の発展に最善を尽くす所存です.

1987年京都大学大学院工学研究科研究指導認定.工学博士.関西大学工学部,米国コーネル大学客員研究員を経て,1997年京都大学工学研究科助教授.2001年同教授, 2012-2022年京都大学図書館機構長・図書館長,2021-2024年同情報環境機構長・副学長,2024年-現在,京都大学理事・副学長(情報基盤,図書館担当).2024年同名誉教授.
2013年ESSソサイエティ会長,2020年ESSソサイエティ編集長.電子情報通信学会フェロー(2011),システム制御情報学会論文賞(2009,2013,2015,2021),電子情報通信学会論文賞・喜安善一賞(2015),計測制御情報学会論文賞・武田賞(2019),文部科学大臣賞(2020),電子情報通信学会業績賞(2025),等各賞受賞.

[Statement]

Human-centred social systems, built upon scientific research and technology accumulated over generations, are now undergoing a dramatic shift toward cyber dominance, not just in ICT but across all fields. Data-driven approaches and the rapid advancement of generative AI are leading this transformation. While these innovations greatly expand the scope of society’s activities, they also increase the environmental impact of massive data processing, worsen social disparities, and challenge the value of narrow, field-specific efforts. Rather than simply aiming to be first in areas demanded by a limited market, we should draw lessons from humanity’s past and focus on expanding new frontiers. To achieve this, we must reconsider what our society should aspire to, moving beyond localized optimization within Japan to pursue directions that showcase diverse possibilities to the world. Though my individual contribution may be modest, I aim to leverage my experiences, including those with IEICE, and dedicate myself to advancing IEICE in my role as auditor.

[Biography]

In 1987, Takashi Hikihara completed his Ph.D. at the Graduate School of Engineering, Kyoto University. He subsequently served at the Faculty of Engineering, Kansai University, and as a Visiting Researcher at Cornell University, USA. In 1997, he was appointed Associate Professor at the Graduate School of Engineering, Kyoto University, and in 2001, he became a full Professor at Kyoto University. From 2012 to 2022, he served as Director-General of the Kyoto University Library Network and University Librarian. From 2021 to 2024, he was Director-General of the Institute for Information Management and Communication and Executive Vice President at Kyoto University. Since 2024, he has served as Executive Vice President (in charge of Information Infrastructure and Libraries) and Member of the Board at Kyoto University. In 2024, he became Professor Emeritus at Kyoto University.
From 2013 to 2014, he became the President of the ESS Society, IEICE. From 2020 to 2022, he served as Editor-in-Chief of the ESS Society, IEICE.
He also received the following awards, including IEICE Fellow (2011), ISCIE Best Paper Award (2009, 2013, 2015, 2021), IEICE Paper Award / Kiyasu Zenichi Award (2015), SICE Best Paper Award / Takeda Award (2019), Minister of Education, Culture, Sports, Science and Technology Award (2020), IEICE Achievement Award (2025), and others.
