学会にとって出版物は、研究成果を体系的に蓄積し、国内外へ知を届ける重要な基盤です。世界的に見ても、技術習得は「基礎は母国語で、最新は英語併用」という国が多く、日本のように母国語だけで先端情報を継続的に追える国は限られています。本会が先端情報を体系的に日本語で提供してきた意義は大きいと言えます。
一方、日本の人口減少に伴い会員数は縮小傾向にあります。こうした状況を踏まえ、英文論文誌の多言語翻訳サービスが試行され、各国の研究者が母国語で読める新たな取り組みが始まっています。アクセス数も当初目標を上回り、成果次第では会誌や他のオンラインコンテンツへの展開も視野に入ります。
しかし社会全体では活字離れが進み、SNSや動画配信が時間を奪う時代です。生成AIによる要約で手軽に情報を得ようとする動きも加速しており、こうした環境変化は本会の出版・編集にも大きな影響を与えるでしょう。伝統的価値を守りつつ、時代に即した革新を進めることこそ、編集長として果たすべき使命だと考えています。会員の皆様、編集委員会の方々とともに、IEICEの未来を築いてまいります。

For academic societies, publications serve as a vital foundation for systematically accumulating research findings and disseminating knowledge both domestically and internationally. Globally, many countries follow the approach of acquiring foundational knowledge in their native language while incorporating English for the latest advancements. Countries like Japan, where cutting-edge information can be continuously followed solely in the native language, are few and far between. The significance of the IEICE systematically providing advanced information in Japanese is considerable.
However, membership numbers are declining alongside Japan's shrinking population. Recognizing this trend, we have piloted multilingual translation services for our English-language journals, launching a new initiative enabling researchers worldwide to read content in their native languages. Access numbers have already exceeded initial targets, and depending on the results, we may expand this approach to other journals and other online content.
Meanwhile, society is experiencing a decline in reading printed materials, with SNS and video streaming consuming more time. The trend toward obtaining information easily through AI-generated summaries is also accelerating. These environmental changes will significantly impact our publishing and editorial activities. My mission as Editor-in-Chief is to preserve traditional values while advancing innovation that meets the demands of the times. Together with our members and editorial committees, I will build the future of IEICE’s publication.
Takahiko Saba received his B.E., M.E., and Ph.D. degrees, all in electrical engineering, from Keio University, Yokohama, Japan, in 1992, 1994, and 1997, respectively. From 1994 to 1997, he was a Special Researcher of Fellowships of the Japan Society for the Promotion of Science for Japanese Junior Scientists. From 1997 to 1998, he was with the Department of Electrical and Computer Engineering, Nagoya Institute of Technology, Nagoya, Japan, as a Research Assistant. In 1998, he joined the Department of Computer Science, Chiba Institute of Technology, Narashino, Japan, where he is now a professor. In 2008, he was a Visiting Associate Professor at the University of British Columbia, B.C., Canada. From 2015, he has been a Vice President of Chiba Institute of Technology, Narashino, Japan. He received the Distinguished Contributions Award in 2009 and 2013, and the Outstanding Contributions Award in 2015 from the Communications Society of IEICE. He has served as the Editor-in-Chief of the Japanese edition of IEICE Transactions on Communications (2013-2015), the Chair of Editorial Board (2016-2018), a Director of General Affairs (2018-2020) of IEICE Communications Society, and a Director of Editorial and Publishing Affairs (2022-2024) of IEICE.
