[所信表明]

これまで英文論文誌B(EB)の編集委員に始まりComEXの創刊のお手伝いなど,通ソの編集関係にはかれこれ20年以上関わってきました.本会の出版事業が抱える喫緊の課題は論文投稿数の減少です.これはソサイエティ,分冊を問いません.また,オープンアクセスは世界のトレンドです.論文は広く読んでもらえてこそ意味があります.一方,オープンアクセスでは学会員のメリットの一つであった「論文誌読み放題」は薄れてしまいます.学会は新たな会員サービスと収益構造を考える必要があり,多言語翻訳プラットフォームなどの施策が始まっています.会員の皆さん,本会の論文誌・オンラインレター誌に,もっと多くの論文を載せましょう!厳しすぎる査読は控え「迷ったら採録or条件付き採録(レター誌は再投稿勧奨で返戻)」を基本にお願いします.掲載が増えれば学会の財政にもプラスです.本会論文誌のポリシーは以前から「石を拾うことを恐れて玉(宝石)を拾い損なうな!」です.

昭60東工大・工・電気電子卒.昭62同大大学院修士課程了.同年九州松下電気(株)入社.平9九工大大学院博士後期課程満期退学.その後九州産業大,ATR波動工学研究所を経て福岡大・工・教授.博士(情報工学).無線通信システムの研究に従事.英文論文誌B編集副委員長,委員長,Communication Express副委員長,委員長,通ソ編集長,無線通信システム研究専門委員会委員長などを歴任.本会通ソ活動功労賞,功労顕彰受賞.フェロー会員.

[Statement]

I have served, for more than 20 years, for IEICE as: an associate editor of IEICE Transactions on Communications initially, then Editor and EiC of Trans. Commun, Editor and EiC of Communications Express, and some positions for the editorial activities of IEICE. The most important and serious problem now for our institute’s editorial activities is the decreasing of paper applications. Any journals of any societies are in the same circumstances. Additionally, I think that open access is becoming one of the trends for academic journals; this is because a paper cannot be worthy if it won’t be read by a lot of readers. On the other hand, open access makes one of the members profit nothing where we can read any papers published on IEICE journals. Therefore, we have to create new member services, like IEICE Multilingual Digital Library for example. Dear all members, let’s publish and read more and more papers on our Transactions and Letter Journals! It helps the institute’s budget. Please refrain from rejecting the papers too severely that you review. We mustn’t fail to pick a treasure paper up to avoid a worthless paper.

[Biography]

Makoto Taromaru received the B.E. and M.E. degrees in electronics engineering from the Tokyo Institute of Technology in 1985 and 1987, respectively, and the Ph.D. degree from Kyushu Institute of Technology, Fukuoka, in 1997. In 1987, he joined Kyushu Matsushita Electric Corporation. From 2001, he worked for Kyushu Sangyo University, then moved to ATR Wave Engineering Laboratories in 2004. Since 2010, he has been with Fukuoka University, where he is a professor. He served as Chair of Technical Committee of Radio Communication Systems, EiC of IEICE Transactions on Communications and ComEX, and Editorial Board Chair of the Communication Society. He received Distinguished Contributions Award from IEICE Communications Society. His research interests include radio communication systems. Dr. Taromaru is a Fellow of IEICE.
