国内学会である本学会の役割の一つは裾野を広げることだと思います。会員減の以前に人口減少が課題である日本で持続可能かつ意義ある存在であるためには、裾野の考え方を含めて広げる必要があります。裾野は成熟度や技術的知見、成果のレベルを表す言葉ではなく、分野や地域、立場や環境を含めた多様性と包摂のことと考えます。異分野はもちろんのこと、アジアを中心として10以上の国際セクションを持つ本学会にとって、国内と国際セクションとの連続性を高めることも有効でしょう。多様性のためには会員ボランティアの慣習的負荷を見直すことも必要でしょう。業務執行状況、財務状況の監視・提言、本学会の変わるべき方向性に係る議論を含めて、最善を尽くす所存です。
1981年東京大学工・電気卒業、同年三菱電機株式会社に入社。画像符号化技術の研究ならびに国際標準化、応用としてテレビ会議、デジタル放送、IPTV、ネットワークカメラ等の開発に従事。1992年コロンビア大学訪問研究員、2006-2017年ISO/IEC JTC 1/SC 29議長。本学会では企画理事、会計理事、副会長等を歴任。本会学術奨励賞、業績賞受賞。本会フェロー。愛知工業大学博士（経営情報科学）。
One of the roles of the IEICE, a domestic academic society, is to broaden its base. To be a sustainable and meaningful presence in Japan, where the population is declining even before the number of members declines, it is necessary to broaden the base, including the base concept. The base is not a word that expresses the level of maturity, technical knowledge, or results, but rather, it is about diversity and inclusion, including fields, regions, positions, and environments. For the IEICE, which has more than ten international sections centered on Asia and other fields, improving the continuity between domestic and international sections would also be effective. To achieve diversity, it will also be necessary to review the customary workload of member volunteers. I will do my best, including monitoring and making recommendations on the status of business execution and financial affairs and discussing how the IEICE should change.
I received my B.E. from the Faculty of Engineering, Tokyo University, in 1981. I Joined Mitsubishi Electric Corporation, where I worked on research of video coding and its international standardization, as well as the development of teleconference, digital broadcasting, IPTV, network cameras, and so on as practical applications. I was a visiting scientist at Columbia University in 1992. I served as the chair of ISO/IEC JTC 1/SC 29 from 2006 to 2017. I received a Ph.D. from Aichi Institute of Technology in 2017. In IEICE, I served as the director for conferences, study activities, and education in 2013-2014, the director for finance in 2017-2018, and VP in 2022-2023, respectively. I am a Fellow of IEICE and IEEE.
