今までに、論文投稿や大会/研究会での発表に加え、電子情報通信学会の活動として研究専門委員会の幹事と委員長、和文論文誌の委員長、エレクトロニクスソサイエティの総務幹事と会長を務めてまいりました。その中で感じたことは、論文誌にある教育的な価値（情報提供）と広報的な価値（情報発信）の２つの価値の役割分担がはっきりしてきたことです。旧来の論文をじっくり読んで自分の研究に生かし成果が出たら投稿するという研究スタイルでは、論文誌は両方の役割を持っていたと思います。しかし、今日の競争の激しい情報通信分野では、分かりやすい技術解説とチャンピオンデータを含む最新研究の速攻発表が求められおり、それぞれに合った論文誌が必要です。加えて、海外の学会や出版社によるオンラインジャーナル創刊など様々な形態の論文誌が登場して、論文誌間の競争が激化しています。本会の論文誌が多くの研究者に読まれるように改革を進める必要があります。幸いにして、多くの研究者が委員として本会の運営に参画してくださっており、読者目線での改革が可能です。従来の出版形式を踏襲するのではなく、会員・読者のニーズに合った論文誌や会誌を出版し、本会が研究者皆様の役に立つ学会であり続けるよう微力ながら尽力してまいります。
1986年東北大学工学部卒業、1988年同大学院博士前期課程修了後NTT光エレクトロニクス研究所に入所。光集積回路デバイスおよび光ファイバ通信の研究に従事。1997年博士学位取得。現在上智大学理工学部情報理工学科教授。本会の光エレクトロニクス研究専門委員会委員長、和文論文誌C編集委員会委員長、エレクトロニクスソサイエティ会長などを歴任。全国発明表彰通商産業大臣賞、Electronics Letters Premium、本会業績賞、文部科学大臣表彰科学技術賞、前島密賞、Rank賞などを受賞。本会およびIEEEフェロー。
I served IEICE as a secretary and a chair of technical committee, a committee chair of Transaction C publication and President of Electronics society in addition to contributing papers on my own research to the Journals of IEICE. During these activity, I've felt that value of the technical paper is being separated into two values, educational value and advertisement one. We used to read papers carefully, leverage it for next step in our research and publish a paper. So each journal had roles of education and advertisement. However, two different-type journals are needed these days because R&D on information and communication technology faces intense competition. One for easy-to-follow technical review paper and the other for rapid publication of cutting edge paper including champion data. In addition, competition between journals becomes tough since a lot of online journals are launched. So we need a change for keeping our readers reading our journals. We can do it because a lot of researches are involved in IEICE activity as volunteers and they are also readers and know what the readers want, fortunately. I'll do my best with them together to change our journals that fit the needs of readers/members and to make IEICE more valuable.
Hiroshi Takahashi was received the Bachelor, Master and Ph.D. degrees from Tohoku University in 1988, 1988 and 1997. After Master program, He joined NTT Opto-electronics Labs and was involved in research on optical waveguide devices and optical fiber communication. He moved to Sophia University and is now a professor in the department of information and communication sciences. In IEICE, he served as the chair of technical committee on Optoelectronics, the chair of editorial board of Transaction on Electronics C, and the president of Electronics Society. He received National Invention Award, Electronics Letters Premium, IEICE Achievement Award, Minister of Education and Science Award, Maejima Award, Rank Award. He is a Fellow of IEICE and IEEE.
