[所信表明]

本会が2006年に個人会員への論文の冊子体の配布を止めてから15年が経ちました。この15年の間に,紙媒体で論文を読んでいた世代と,今の若い世代では論文の読み方が完全に変わりました。冊子で読んでいた頃は目的の論文以外にもパラパラとページをめくることで思いもよらない技術に出会うことがありましたが,今の学生はピンポイントで必要な技術を検索し必要なものだけに目を通します。そのような時代に紙媒体の名残の体制で編集・出版を続けることは時代遅れの感が否めません。論文の読み方に変化を強いたのが我々世代である以上,本会の出版・編集に対する考え方も変える必要があるように思います。例えば和文誌は投稿数が激減している現状では,ソサイエティごとに出すことの意義が薄れているように思います。少し乱暴な議論ですが,ソサイエティを超えて1誌にまとめてしまう等,新たな体制を考えてもいい時期だと思っています。分野を超えた学祭的な研究が増えてきた今,ソサイエティを超えて論文誌をまとめてしまう方が時代にあっているようにも思えますし,編集業務の効率化も図れます。英文誌についても世界中の論文誌の中でどういう立ち位置を狙うのかを考え直す時期にあると思います。色々なご意見があるでしょうが,みなさんと新たな議論を始められればいいと思います。

[Statement]

It has been 15 years since the IEICE stopped distributing printed journals to its individual members in 2006. Over the past 15 years, the way of reading papers has completely changed between the generation who read printed papers and the younger generation today. When we were reading journals, we could sometimes encountered unexpected technologies by flipping through pages, but now students are googling necessary technologies they need and read through only what they find. In such an era, it is undeniably outdated to continue editing and publishing under the system of vestiges of the paper media. Since it was our generation that forced a change in the way we read papers, I think it is also necessary to change our way of thinking about editing and publishing. For example, the number of submissions to journals in Japanese is decreasing dramatically, so it seems less and less important to publish the journals for each Society. It may be a bit rough discussion, but I think it is time to think about a new system, such as combining journals from different Societies into one journal. With the increase in interdisciplinary research, it seems more appropriate to combine journals across Societies, and it would also make editing more efficient. In addition, I also think it is time to reconsider what kind of position we are aiming for in English journals among journals around the world. There may be various opinions, but I hope to start a new discussion with you.

[Biography]

He received his B.E., M.E., and Ph.D. degrees all in electrical engineering from Keio University in 1992, 1994, and 1997, respectively. From 1997 to 1998, he was with Nagoya Institute of Technology as a Research Assistant. From 1998, he joined Chiba Institute of Technology, where he is now a Vice President. In 2008, he was a Visiting Associate Professor of University of British Columbia. From 2013 to 2015, he was an Editor-in-Chief of IEICE Transactions on Communications (Japanese Ed.). From 2016 to 2018, he was a Chair of Editorial Board of IEICE Communications Society. From 2018 to 2020, he was a Director of General Affairs, IEICE Communications Society. He is a fellow of the IEICE. His current research interests include wireless communications.
