| 抄録（和） | 国際標準化活動というのは標準というルールを作成する作業であるが，その作業のためのルールを作る場というのがある．ITU-TとISO/IEC JTC 1における，TSAGやPlenaryの場がそれにあたることが説明される．次にビジネスにおける市場確保のツールとしての標準化の活用例として，指静脈認証技術とデータセンタの局所冷却技術の標準化が紹介される．最後に，標準化の役割が互換性やインタフェースの確保のような技術の場から，市場を創生すること，貿易を促進することに移ってきており，更にWHOの協定が，標準化活動をグローバル市場で勝ち抜くための外交の場に変えてしまったことが語られる． |
| 抄録（英） | Though the activities of international standardization are the efforts of developing rules, the rules for developing standards are also necessary. ITU-T/TSAG and ISO/IEC JTC 1 Plenary have such a rule-making function. In the business fields, developing standards is a useful tool of creating markets of products and services. The role of standardization is now changing from defining interoperability or interfaces to a tool of creating markets and promoting international trade. The agreements of WHO make the activities of standardization into the field of diplomacy from the field of technologies. |
