Dear Colleague:

This year the third IS-EMD (IS-EMD2003) will be held at Kobe, Hyogo with 27 papers including six invited papers from over seas. The first IS-EMD (IS-EMD2001) was successfully held at Akita with 21 papers, organized by Prof. Inoue, Akita University, and the second conference was also successfully held at Keio University by Prof. Sawa. 31 papers were presented in which 13 papers were from over seas.

The purpose of the conference is to provide forum for the presentation and discussion of the latest developments in the field of the EMD. As the official language is English, it is greatly expected that active international cooperation and interchange will be promoted in the EMD fields through papers, presentations and discussions for all over the world.

We hope that the IS-EMD 2003 in the oldest port town Kobe will contribute more development of technology and science in the EMD, and we will continue to organize the IS-EMD for the futures.
