Mr. Seizo Onoe graduated from Kyoto University Graduate School of Engineering with a master’s degree in electronics in 1982 and joined the Yokosuka Electrical Communication Laboratories of Nippon Telegraph and Telephone Public Corporation (currently Nippon Telegraph and Telephone Corporation or NTT) in the same year.

Mr. Onoe became Managing Director of the Radio Network Development Department of NTT DOCOMO in 2002, Senior Vice President and Managing Director of the R&D Strategy Department of NTT DOCOMO in 2008, Executive Vice President, Chief Technology Officer (CTO), a Member of the Board of Directors, and Managing Director of the R&D Center of NTT DOCOMO in 2012, Managing Director of the R&D Innovation Division of NTT DOCOMO in 2014, and President of DOCOMO Technology, Inc. in 2017. He assumed his current position as Chief Standardization Strategy Officer (CSSO) of NTT in 2021.
Since joining Nippon Telegraph and Telephone Public Corporation, Mr. Onoe has devoted himself to the research and development of mobile communication systems. He has endeavored to create a prosperous ICT society by innovating mobile communication services through creation and promotion of a number of pioneering schemes and technologies related to mobile communication systems.

One of Mr. Onoe’s most notable achievements has been to propose W-CDMA (Wideband Code Division Multiple Access) as an IMT-2000 radio access scheme for the realization of a third-generation mobile communication system. By presenting the research and development results of the new scheme and technology ahead of other countries, he demonstrated the technological leadership of Japan to the world, which led to the adoption of the new access scheme proposed by Japan as an international standard.

Furthermore, Mr. Onoe proposed the Super3G concept (3.9G system) for the realization of a 4th generation mobile communication system, which aims to further improve the capabilities of the 3rd generation system and to facilitate a smooth transition to a 4th generation system. He supervised and directed a wide range of activities until the completion of LTE, a high-speed, high-capacity, and low-latency wireless access network, such as creating many innovative technologies for effective use of radio resources to accommodate the rapidly growing traffic, formulating international standard specifications, and developing equipment systems and putting them in practical use.

For his achievements in the realization of WCDMA mentioned above, Mr. Onoe has already received the IEICE's 39th Achievement Award in 2001, the 48th Maejima Hisoka Award of the Tsushinbunka Association in 2002, and the Prize for Science and Technology in the Commendation for Science and Technology by the Minister of Education, Culture, Sports, Science and Technology in 2008. In addition, for his achievements for the completion of LTE mentioned above, he was awarded the IEICE's 49th Achievement Award in 2011, the Prize for Science and Technology in the Commendation for Science and Technology by the Minister of Education, Culture, Sports, Science and Technology in 2014, and the Medal with Purple Ribbon in 2018. These awards recognize his significant contributions to industry and academia related to mobile communications.
Since then, Mr. Onoe has continued to lead the formulation of international standard specifications and the development and practical application of LTE-Advanced, an enhanced form of LTE, as well as research and demonstration of next-generation mobile communication networks for a 5th generation mobile communication system. He has made remarkable contributions to the continuous development and advancement of mobile communication systems.
In addition, at the IEICE, Mr. Onoe served as Vice President of the Communications Society and Chair of the International Affairs Committee of the Communications Society from May 2009 through May 2011. In other organizations, he has also held various positions, including an Expert Member of the Radiowave Propagation Committee and Expert Member of the Satellite Communication System Committee of the Information and Communication Council of the Ministry of Internal Affairs and Communications, Vice Chairman of the Advanced Wireless Communications Study Committee, Chairman of the Standard Assembly, and Acting Chairman of the Promotion Strategy Committee of the Association of Radio Industries and Businesses (ARIB), and a member of the Board of the GSM Association and the Board of Directors of the NGMN Alliance. As shown above, Mr. Onoe has made outstanding contributions to the development of the fields of mobile communications and electronics and information communications in Japan and abroad, and we confidently recommend that Mr. Onoe be awarded the title of Honorary Member of the IEICE.
