The IEICE Information and Communication Technology Forum 2015 (ICTF 2015) was held at Manchester Metropolitan University in Manchester, UK, on June 3-5, 2015. Engineers, scientists, researchers, Professors and PhD students from the world joined the conference which encouraged them for the collaboration of researchers in academia and industry. The focus of the 2015 IEICE ICTF was on trends in Future Communication Technologies and Applications. The conference was sponsored by IEICE, IEICE Communications Society (IEICE-CS), IEICE Electronics Society (IEICE-ES), IEICE Europe Section and Polish Association of Telecommunication Engineers (PATE). The conference began with a guided walking tour taking in the cultural and historical features of the city of Manchester. The official opening of the conference was held on the following day, chaired by Dr. Bamidele Adebisi, and started with a keynote talk by Prof. Fumiyuki Adachi of Tohoku University, Japan, Ex-Vice President of IEICE (Fig.1). More than 45 participants joined the conference and 38 presentations were provided there.

The conference also provided guest speeches as follows:
Overloaded Multiple Access for Next Generations of Wireless Communications by Dr. Alberto G. Perotti, Huawei Technologies, Sweden.Network Optimization in 5G by Dr. Haris Gačanin, Alcatel -Lucent Bell NV, Repr. of IEICE Europe Section (Fig. 2). The other guest speeches were given by Dr. Sinan Sinaovic, Glasgow Caledonian University, UK, Dr. Sujan Rajbhandari, University of Oxford, UK, Dr. Dejan Vukobratovic, University of Novi Sad, Serbia, Prof. Aleksandra Pižurica, Ghent University, Belgium, and Dr. Kianoush Nazarpour, Newcastle University, UK. The next conference ICTF2016 will be hosted by the University of Patras, Greece on July 6-8, 2016. Note by the Editor The author received his PhD in Communication Systems and Master’s degree in Advanced Mobile Communication Engineering, both from Lancaster University in UK. He worked on several commercial and government projects focusing on various aspects of wireline and wireless communications. He is particularly interested in Research and Development of communication technologies for electrical energy monitoring/management, critical infrastructures protection, home automation, IoT and Cyber Physical Systems. He serves IEICE Europe Section as the core member.
IEICE Bangkok Section is one of the four Sections which has the longest history since the establishment of the former Overseas Section in 2003. The Section has several missions needed to carry out so that it will be engaged, inspired, and contributed to the academic and professional societies. (1) To promote and recruit more IEICE members and student members. To work closely with IEICE such that the process to join membership from overseas would be simplified and utilizes more online process. (2) To strengthen member engagement and networking through local and international collaborated activities such as invited/distinguished technical talks and coordinate with IEICE technical society to organize activities to promote member's skill and to encourage submissions to IEICE transaction. (3) To set up joint activities among IEICE at regional level. 〈Profile〉 She received the first class honor BS deg. in Computer Science from Mahidol University, Bangkok in 1993. She also received her MS and Ph.D. deg. from the University of Washington, Seattle, USA, in 1996 and 2001, respectively. She joined and Chulalongkorn University (CU) in June 2001 and serve up to the present. She is currently Assistant Professor, Associate Dept. Head in Information and International Affairs, Head of Communication Eng. at Dept. of Electrical Eng. at CU. She also serve IEEE as Women in Engineering Coordinator, Educational Activities Board member, and the members of the other two Committees .EAB Continuing Education Committee and EAB Engineering Projects for Communities Service Committees. She served JICA's project AUN/SEED-Net as Assistant Executive Director of the Secretariat from 2007 to 2009. She is also in the IEEE Circuits and Systems Society Technical Committee on Multimedia System and Applications and IEEE Communication Society Multimedia Communication Committee. She also served many national committees as the chair or advisor. Her research interests include computer vision techniques for surveillance applications, rate-control for video coding, error resilient video coding for wireless video transmissions and image/video retrieval techniques. She took over the Representative of IEICE Bangkok Section from Assc. Prof. Tuptim Angkaew of Chulalongkorn University.
IEICE Beijing Section is one of the Sections with the longest history. The goal of the Section is to promote the academic communication between China and Japan, and provide sufficient services to its members. Firstly, it will invite famous professors and researchers from Japan to give lectures to introduce their state-of-the-art R&D activities. Secondly, it will co-sponsor international conference or workshop. In addition, it plans to attract more people to join IEICE overseas membership. We hope such activities can make more teachers and students understand the academic research of Japanese society and the role of IEICE. 〈Profile〉 She received her B.E. and M.E. degrees from Xi’an Jiaotong University, China, in 1992 and 1995, respectively, and Ph.D. degree from the University of Tokyo, Japan, in 2006. She stayed in NTT Network Innovation Laboratories from 2007 to 2009. Currently, she serves Beijing University of Posts & Telecommunications (BUPT) as the Associate Professor. Her current research interests cover optical switching networks and body area networks. She took over the Representative from Prof. Tao Zhang, Tsinghua University.
The main goal of the IEICE Europe Section is to increase the collaboration between the IEICE and the IEICE EUS as well as strengthen networking among IEICE and IEICE-EUS members. Initiatives that support the continued development of the cooperation between European and Japanese technical universities and companies are as follows: (1) To organize the annual IEICE ICTF conferences, 2015-2019 (2) To establish a dedicated panel/workshop during coming ICTF conferences, devoted to the bilateral projects between Japan and European countries (3) To provide the information on EU-JP cooperation dedicated programs on the Web page of the section (4) To increase the number of IEICE members in Europe (5) To involve more IEICE Europe Section member in the Section's activities (6) To organize the annual event: Special Section in IEICE TCOM (7) To organize two thematic conferences devoted to the following subjects: Wireless and Mobile Networks and Teletraffic Engineering in Modern Network (8) To encourage more in-depth involvement of other sections than COM in works of the Europe Section over a sustained period. 〈Profile〉 He received M.S., Ph.D. and D.Sc. (Habilitation) degrees in telecommunication from the Poznan University of Technology, Poland, in 1997, 2001, and 2010, respectively. Since 1997 he has been working in the Dept. of Electronics and Telecommunications, Poznan University of Technology. He is engaged in research activities in the area of performance analysis and modelling of multiservice networks and switching systems. His main scope of his didactic activity encompasses modelling, dimensioning and designing of networks and telecommunications and computer systems, as well as algorithms and programming languages. He is a Senior Member of IEICE since 2006. He has actively supported all IEICE-EUS activities, the conference ICTF, and all workshops organized or supported by the section, e.g. EW2012 CSNDSP2012, Wireless Networks Workshop since 2011. He also works as a Guest Editor in Chief for the subsequent special section of the IEICE Transaction on Communications. He took over the Representative of Europe Section from Dr. Haris Gacanin of Alcatel-Lucent Bell NV in Belgium. He is a Senior Member of Communications Society of IEEE and IARIA Fellow.
