A Trial of Globalization in Academic Activities of IEICE Electronics Section
- From Thailand-Japan Microwave 2012 -

 The globalization of academic activities is one of important schemes of IEICE in competitive environment of academic institutions over the world. I would like to introduce Thailand-Japan MicroWave 2012 (briefly, TJMW2012) as the representative activity focused on wireless technologies covering antennas and propagation and encourage your participation in the workshop in coming years.

Background
 This international workshop originally was set up by researchers and industrial engineers in the field of microwave theory and technologies, in Japan and Thailand, especially by relevant members of IEICE and/or IEEE-MTT, in a resort city Pattaya in Thailand, in September 1999. It was very exciting but has been interrupted for long years. In 2009, according to the fore-sighted call by Prof. Takashi Ohira of Toyohashi University of Technology, it was decided to organize TJMW2009 in King Mongkut's University of Technology North Bangkok in Thailand, on August 20-21, 2009, from the viewpoint of developing technical transactions and continuous friendship among microwave scientists and engineers in Japan and Thailand, or further in Asia Pacific region. In the workshop, two keynote speeches and 40 oral presentations were provided in the fields of microwave devices, circuits, antennas, signal processing, and radio systems. The TJMW workshop has been extended every year after the TJMW2009 except TJMW2011 which was planned but cancelled due to unsettled political issues later.

Overview of TJMW2012
 TJMW2012 was held at Chulalongkorn University (CU) along Phaya Thai Road in the center of Bangkok, the Capital City of Thailand on August 7-10, during the four days this year. Therefore, it corresponds to the third TJMW after resumed as mentioned above. This workshop was organized by IEICE Technical Committee on Microwave Engineering of Electronics Society, sponsored by IEICE Electronics Society, IEICE Bangkok Section, Department of Electrical Engineering, Faculty of Engineering, CU, and technically cosponsored by IEICE Technical Committee on Antennas and Propagation, IEEE MTT/AP/ED Thailand Chapter, ECTI Association, IEEE MTT-S Japan Chapter, IEEE MTT-S Kansai Chapter, IEEE MTT-S Nagoya Chapter, and The 3rd International Conference on Integrated Circuits and Devices in Vietnam (ICDV2012).  The number of workshop participants reached more than 200, the biggest one in the past workshops and the number of participants from Japan was around 70. Quite many faculty members of universities and researchers/engineers of industries in Japan made a great contribution to organizing tutorial and invited speeches. Hereby, I would like to give thanks to all of invited speakers for their sincere cooperation as the General Chair (Japan) of the workshop. In the meanwhile, the General Chair (Thailand) of the workshop was Dr. Tuptim Angkaew of CU who graduated from Osaka University for her PhD degree. She is well-known as one of Japanophiles and serves IEICE as the Representative of IEICE Bangkok Section. (Fig.2, Fig.3)

Superiorities of TJMW2012
 This workshop provided the following outstanding superiorities for all the general participants:
 (1) The fee for registration and participation is free so that students living in Thailand or neighbor countries can easily join the workshop.
 (2) The workshop provides only one Session for the participants without any parallel session, so that all the participants can debate on the same subject.
 (3) Students in the region can enjoy global communications and enhance their knowledge through Poster Sessions in the fields of interest and Campus Tour covering relevant Laboratories.
 (4) The workshop is based on the scheme of paper presentation in IEICE Technical Committees that the Proceeding is not publicized so that the opportunity of publication in international conferences or journals is given to every speaker. Furthermore, three students who won the Best Award for Presentation were given the complementary prize for the support of their travel expense to have a chance of presentation in IEICE Technical Committees.

Expectations for the Future
 The workshop is tried to have the superb technologies in each country, especially in Japan understood by many students in the region represented by Thailand through events introducing state-of-art technologies, and promote research activities in international collaborations or studying in Japan with scholarships. Thus, it is expected that the grassroots based academic activities in Asian region with higher stable economic growth and technology development will accelerate the globalizing evolution of IEICE. The TJMW2013 will be held at Kasetsart University (KU) in northern part of Bangkok in the middle of November, 2013, and Dr. Denchai Worasawate, Department of Electrical Engineering, KU is supposed to take over the General Chair. Dr. Thanya Kiatiwat, Dean, Faculty of Engineering, KU will encourage TJMW2013 to the expectations of the workshop organizers. I will continue the General Chair (Japan) there. It is our great pleasure that many of students who joined TJMW2012 would share academic activities with us as IEICE members.

Let’s Join the Conference “2013 ICTF” Organized by IEICE Europe Section

 It is our great pleasure to inform you of the coming academic event organized by IEICE Europe Section, “2013 IEICE Information and Communication Technology Forum (briefly, 2013 ICTF). This forum will encourage the collaboration of researchers between academia and industry. The Forum will gather the researchers, Professors, PhD students and experts from industry to exchange ideas and discuss major trends and challenges in ICT. It is summarized as follows:
Summary of 2013 IEICE-ICTF
 The 2013 ICTF (See it at http://www.ieice-europe.org/ictf/) will focus on presenting trends in the Future Communication Technologies and Applications. It will be held on May 29-31, 2013 in the beautiful city of Sarajevo in Bosnia and Herzegovina. The Forum will be comprised of three day sessions, divided into blocks based on the subject. Keynote talks will be provided to address the challenges to the next-generation communication networking technologies and applications. Forum topics of interest include, but are not limited to, the following:
 ・ 4G and beyond wireless systems
 ・ Optical communications
 ・ Power line communication and smart grid
 ・ Image and signal processing
 ・ System and software design and optimization
 ・ Analog and mixed signal circuits
 ・ Opto and nano electronics, integrated circuits and devices
 The 2013 ICTF is the direct successor of the previous event, “Sarajevo Technology Forum 2012 (STF 2012)” on ICT which was held on May 24-25, 2012. The successes of 2012 Sarajevo Technology Forum led the IEICE Europe Section committee to rename the Forum as “IEICE Information and Communication Technology Forum (ICTF) in order to present the final research and development efforts globally.

Call for Papers
 The organizing committee of the 2013 ICTF invites you to submit original high quality papers to the forum. All accepted contributions will appear as full papers in the conference proceedings, further they will be published on the IEICE Digital Library (I-Scover) in the near future. All paper registrations and submissions will be handled electronically via EasyChair Conference System. The best papers will be recommended for publication in the special issue of IEICE Transactions on Communications. The important dates for the forum are as follows:
 ・ Full paper due: December 10, 2012
 ・ Notification of acceptance: February 10, 2013
 ・ Final camera-ready manuscript due: March 3, 2013
 Both forum and special issue will serve as a convenient “research introduction” function of the Section for general IEICE members to foster mutual collaborations. The organizing structure of the 2013 ICTF will be:

Evolving Academic Activities by IEICE Europe Section
 The mission of IEICE Europe Section is to foster cross-continental networking among the IEICE members in Europe with those in the other areas, enable sharing of cutting-edge technological knowledge through organization of dedicated events and facilitate collaborations among academia and industry. Started as an initiative of a few enthusiasts, the Section will enable the IEICE overseas members in Europe to have an easier way to share information with all IEICE members.
 Currently, we are establishing different activities so that IEICE will be able to easier expand its academic activities and services to IEICE members in Europe through the Section. The strategic goal is to increase perspectives for collaboration and encourage joint initiatives between academia/industry in Europe and Japan.
 Some of our past activities are summarized as follows. The first meeting of initiating members of IEICE European Section took place during “The 3rd Sarajevo Technology Forum 2011” in Sarajevo, Bosnia and Herzegovina. This year we have supported organizing two conferences: “Sarajevo Technology Forum 2012”
