@The annual IEICE General Conference in 2010 was successfully held at Tohoku University in Sendai, Japan, on March 16 - 19. The city is located at the northern part of Japan with snowfall in Winter season. It was colder with the wind from still snowing mountain side this year than usual, but the conference venue surrounded with many trees and historical sites of Aoba castle of the Da-te family overlooking Sendai city was filled up with enthusiastic atmosphere of conference participants, especially younger generation researchers and students. This conference provided 7 General Sessions including the presentation of 21 guest speeches on general issues planned by the Conference Organizing Committee, 175 speeches on 29 special issues planned by four Societies, 389 Symposium papers and 2,526 general papers. The number of Conference participants reached 4,994 in registration and effectively about 12,500. Most of the participants replied to some questions of TFIPP secretaries that they joined many sessions, could know quite new or sophisticated views and exchange opinions useful for their research activities through questions to presentations or private discussion in breaks.
@Four English sessions planned by the Conference Organizing Committee and Communications Society effectively accelerated the globalization of IEICEfs academic activities. The first one was one of the outstanding programs, Session TK-1 entitled gKeynote Speech by Chairman of IEEKh on the second day. Prof.Hong-Tae Jeon of Chung-Ang University, Chairman of the Institute of Electronics Engineers of Korea (IEEK) presented the Keynote Speech on gApplications of Intelligent Technology of Koreah, after the introductory remarks by Prof.Fumiyuki Adachi, Session Chair and Prof.Tomonori Aoyama, Chairman of IEICE (Fig.1, Fig.2). The lecture room was full of more than 50 participants including about 70% younger generation and overseas participants. His speech started with his self-introduction and covered the overview of the IEEK, collaborative academic activities between IEICE and IEEK, research trend and expected applications of intelligent technologies in Korea, especially applications to the smart cruise control keeping distance to preceding vehicles, sensor fusion without collision damage, smart parking assist system to reduce driversf burden,

intelligent autonomous vehicle enabling the best path finding, intelligent tracking and intelligent shift mapping. IEEK has a long history and taken initiatives in academic activities since the original institution Korean Electronic and Communication Society (KECS) was founded in 1945 and renamed IEEK in 1963. IEEK has a reputation for the oldest and most representative academic organization in Korea now. It has six Societies and publishes a monthly magazine, 2 international journals on gSemiconductorh and gUbiquitoush, and 6 Society journals. The number of membership reached 28,875. He also introduced that IEEK signed a MOU of cooperation with IEICE in 1983 and organized many conferences in collaboration with IEICE in the field of the same electronics, information and communications. The participants exchanged opinions with the Prof.Jeon through active discussion. Prof.Seon Dae Kim of KAIST, President-Elect of IEEK also attended there and exchanged opinions with the participants.
Another English Session planned by the conference committee was TK-7 entitled gAffairs of Electronics and Communications in IEICE Overseas Sectionh. Prof.Jian Yang, the Representative of IEICE Beijing Section and Prof.Duk-Gyoo Kim, the Representative of IEICE Korea, Electronics Section gave speeches on gRecent Advances in Applications of Polarimetric SARh and gOur Experience on Freshman Design Course in Electrical Engineering Schoolh, respectively. Five Overseas Section Representatives presented their academic activities in the fiscal year between the two speeches. Prof.Yang introduced the trend of research activities in China in the field of polarimetric synthetic aperture radar technologies for land observation and remote sensing. On the other hand, Prof.Kim referred to the milestone of higher education in Korea and overview of Kyunpook National University, and introduced their unique gFreshman Design Courseh including the studentsf self developed creative robot design work, presentation and competition with given materials as a part of under graduate curriculum. Prof.Kim emphasized that this education system set up in 1999 has contributed to the higher education of engineering by developing the creativity, design ability and communication skill of students in a team work so far.
IEICE Communications Society organized two complete English Sessions with their leadership. One is Session BS-3 entitled gEngineering Network Technologies for Ambient Information Societyh. The Session has been planned and managed by Technical Committee on Information Communication Management under the Communications Society since 2004 (See http://www.ieice.org/eng/global_plaza/2009/12.html). In the Session, 6 sub-sessions were held for the four days and 34 papers were presented by researchers or scholars of industries, universities and Government. About 45 members participated in each sub-session and had active discussions between speakers and participants.
Another Session BK-2 focused on procedures of international standardization activities for universities and industries was newly organized, and 5 guest speeches were given by outstanding leaders of international standardization in ITU-T, ETSI, ISOC, IEEE and TTC. The number of participants reached 40.
Next chance, 2010 IEICE Society Conference will be held at Osaka Prefecture University in Sakai, Japan on September 14-17.

Overseas Section Representative Meeting held
at 2010 IEICE General Conference Venue

IEICE International Affairs Committee

@The 2010 annual Overseas Section Representatives meeting was held at the same venue in Sendai as 2010 IEICE General Conference, in the morning on March 18 (Fig.3). The Overseas Section Representatives and members of IEICE International Affairs Committee joined the meeting.
In the meeting, the support system to Overseas Sections was discussed and revised to improve the overseas member services. The Overseas Section Representative Program was decided by IEICE Board of Directors in 2001, to support students who returned to their home countries in major areas of Asia through Overseas Sections. It is qualified to establish an Overseas Section with the registration of more than 20 IEICE members, and each Overseas Section can get the benefits of financial and technical supports to events including the dispatch of IEICE Distinguished Lecturers and other activities. IEICE has 8 Overseas Sections now, as listed in Table.1
@Following the deliberations, the updated scheme and activities of IEICE Societies were offered to the Overseas Section Representatives with the data of membership, paper submission. On the contrary, each Representative provided the annual report of the activities in the fiscal year and exchanged opinions with the members of the Meeting. Their annual reports will be summarized and reported in coming issues of IEICE Global Plaza.
@As reported in the preceding issues no.15 and no.16 of IEICE Global Plaza, IEICE-TFIPP under International Affairs Committee has planned to empirically study and develop the Language-barrier Free Cyber Space (LFCS) in collaboration with the Overseas Section Representatives. LFCS provides a cyber space community where each participant can communicate with the other IEICE members or IEICE Secretariat in the mother language of the participant over the multilingual Language Grid System developed by National Institute of Information and Communications Technology (NICT). The experimental system will be tried and available in the near future.

Report on ISEC/IT/WBS
Joint Technical Meeting in Nagano

@The ISEC/IT/WBS joint technical meeting was held by Fundamentals on Information and Communication Sub-Society at Shinshu University, Nagano, Japan on March 4th-5th in 2010. This sub-society consists of three technical committees (ISEC, IT, WBS) which share the same keywords of information and communication. This meeting was organized to provide an opportunity to promote the mutual academic exchange in these technical committees which have tended to independently act.
This technical meeting fortunately received 54 technical reports. These reports have been allocated into 22 technical sessions including 3 invited talks and 5 collaborative sessions. Active discussions were held in each session. In the invited talk, 3 invited speakers addressed the topics on cryptographic protocol, intelligent transport system, and signature code for optical CDMA.
The first invited speaker was Prof. Ohta who gave a speech on gIndifferentiability Theory and SHA-3 Projecth. The second invited speaker was Prof. Habuchi who gave a speech on gOn the Spread-Spectrum Techniques for Inter-Vehicle Communicationsh. The last invited speaker was Prof.Matsushima who gave a speech on gCodes with unique correlation property and their applicationh. Of course, these invited talks were well attended and discussions were interesting and stimulating to the participants.
The number of participants were more than 180 during this technical meeting. In addition, the committee members had a meeting to discuss the future plan on the Sub-Society with each other. Finally, I would like to thank to Prof. Nishiara who kindly hosted this meeting, the speakers, participants and student volunteers.

Call for Papers to ISADS 2011

The 10th International Symposium on Autonomous Decentralized Systems (ISADS 2011) will be held in Tokyo and Hiroshima on March 23-27, in 2011. The aspects of primary concern is the next-generation systems based on adaptive and reusable technologies and applications. They are expected in the current dynamically changing socio-economic environments. They will have the characteristics of living systems composed of largely autonomous and decentralized components.
