The Institute has about 100 years history. During this period, this Institute has mainly been concerned with Japanese electro-communication industries. Thus, todayfs services of the Institute are mainly targeting for Japanese researchers and engineers. However during recent two decades, various functions for international activities are enhancing. For example, English journals and web services in English have made a great stride. I think further systematic and balanced enhancement of services of the Institute is needed for supporting international activities together with developing information-communication technologies enhancing peoplesf peaceful and happy life.

Shinfichi Oishi received the B.E., M.E, and Dr. Eng. degrees from the Waseda University in 1976, 1978, and 1981, respectively. In 1980, he has joined with Waseda University. He is professor at Waseda University since 1989. He is currently the dean of the School of Fundamental Science and Engineering, Waseda University. He served as Director of IEICE, President of the Engineering Science Society, Editor-in-Chief of NOLTA Journal, IEICE. He received more than 18 awards including Medal with Purple Ribbon from Japanese government, the four IEICE best paper awards and JSIAM best paper award. He is a fellow of IEICE and a fellow of JSIAM.
