[所信表明]

電子情報通信技術の成果はコロナ禍においても社会のインフラとわれわれの生活を支えていますが、同時に日本におけるデジタル化やDXと呼ばれる進化の不十分さをも可視化しました。遅れているのはそれだけではないかもしれません。同じ電子情報通信技術が、学会の枠に囚われない論文公開や評価、研究者コミュニティ創出の機会をも提供している現在、常に学会のあり方の見直しを行なう必要があります。学会の役割において今重視すべきことは会員の社会的地位向上を含む便益の拡大、そして会員以外を含む社会への発信と考えます。旧来と同じことをしていたのではその役割が果たせない現実があるのではないか。現実と現代に即した役割の果たし方はどうあるべきか。これらの問いに答えを持っているわけではありません。議論と試行を喚起し、たとえ小さな答えからであっても積み重ねて、改善につなげて参りたいと考えております。

[プロフィール]

1981年東京大学工学部卒業、同年三菱電機株式会社に入社。画像符号化技術の研究ならびに国際標準化、応用としてテレビ会議、デジタル放送、IPTV、ネットワークカメラ等の開発に従事。1992年コロンビア大学客員研究員、2006-2017年ISO/IEC JTC 1/SC 29議長。電子情報通信学会では企画理事、会計理事等を歴任。本会学術奨励賞、業績賞受賞。本会フェロー。愛知工業大学博士(経営情報科学)。

[Statement]

The achievements of electronics, information and communication technologies support the infrastructure of our society as well as our daily lives during the Corona outbreak. They have also made visible the lack of digitalization and DX in Japan. But that is not the only shortage. We need to constantly review the nature of our society, IEICE. This is because the same technologies also provide opportunities for publication of papers on preprint servers, market evaluation, and the creation of researcher communities that are not limited to traditional academic societies. The role of IEICE is to expand benefits, including the improvement of the social status of members, and to disseminate information to society, including non-members. If we continue to do the same thing as in the past, we will not be able to fulfill this role. How should we fulfill our role in line with reality and the present? I do not have all the answers to these questions now. I would like to stimulate discussion and trial to make improvements so that even small answers can be accumulated as quick actions.

[Biography]

Kohtaro Asai received his B.E. from the Faculty of Engineering, Tokyo University in 1981. He Joined Mitsubishi Electric Corporation, here he worked on research of video coding and its international standardization as well as development of teleconference, digital broadcasting, IPTV, network camera and so on as practical applications. He was a visiting scientist at Columbia University in 1992. He served as the chair of ISO/IEC JTC 1/SC 29 from 2006 to 2017. He received Ph.D. from Aichi Institute of Technology in 2017. In IEICE, he served as the director for conferences, study activities and education in 2013-2014, and the director for finance in 2017-2018 respectively. He is a Fellow of IEICE and IEEE.
