急激な技術革新とデジタル化の進展による潮流の中で，社会・産業・経済は大きな変革を迫られています．また，無形資産が経済を支配するようになるにつれ，知識の相乗効果が大きな価値を生み出す時代になりました．
電子情報通信学会は，これらの時代の大きな変化にアジャイルに対応していかなければいけません．守るべきものは守りながら，攻めるべきものは攻めながら，学会の再定義を進めていかなければいけません．知識の相乗効果がきわめて大きな価値を生み出す時代になったからこそ，知の集積を担う学会に新たな役割が与えられることになると思います．知識の相乗効果を生み出すことができる場を構築することができれば，産業界と学界との距離や，事業開発と研究開発との間の距離を縮めることもできます．
30年後，50年後，100年後の電子情報通信学会の姿を皆さんと考えながら，電子情報通信学会が踏み出す一歩を考えていきたいと思っています．「情報通信産業の今後のあり方を考え，うならせることのできる技術を核として社会の強化に資する活動を推進する場」とすべくお手伝いしたいと考えています．
1992年東京大学大学院工学系研究科博士課程修了．現在，東京大学大学院工学系研究科教授．本会の副会長，総務理事，編集理事，東京支部長，通ソ英文論文誌編集委員長，IN/USN/SRW研究専門委員会委員長などを歴任．本会フェロー．本会論文賞（3回），情報処理学会論文賞，ドコモモバイルサイエンス賞，総務大臣表彰，志田林三郎賞，大川出版賞など受賞．OECDデジタル経済政策委員会(CDEP)副議長，総務省情報通信審議会部会長，Beyond 5G新経営戦略センター長，情報社会デザイン協会代表理事等．主な著書に「データ・ドリブン・エコノミー（ダイヤモンド社）」「5G 次世代移動通信規格の可能性（岩波新書）」など
Society, industry, and the economy are under pressure to undergo major changes in the tide of rapid technological innovation and the progress of digitalization. In addition, as intangible assets dominate the economy, the synergy of knowledge has entered an era of great value.
The IEICE must respond to agile in these major changes of the times. We must continue to redefine the academic society while protecting what we should protect and attacking what we should attack. I think that the academic society responsible for the accumulation of knowledge will be given a new role in an era in which the synergy of knowledge creates extremely great value. If we can build a place where we can create a synergy of knowledge, we can shorten the distance between industry and academia, and the distance between business development and research and development.
I would like to think about the steps that the IEICE should take while thinking about what the IEICE will look like in 30, 50, and 100 years. I would like to help IEICE as “a place to think about the future of the information and communication industry and to promote activities that contribute to the strengthening of society.”
Hiroyuki Morikawa received the B.E., M.E, and Dr. Eng. degrees from the University of Tokyo. He is currently a full professor at the University of Tokyo. He served as Vice President, Director of IEICE, IEICE Transactions of Communications, and sits on numerous telecommunications advisory committees and frequently serves as a consultant to government and companies. He received numerous awards including the IEICE Best Paper Award (thrice), the IPSJ Outstanding Paper Award, the NTT DoCoMo Mobile Science Award, the Radio Day Ministerial Commendation, the Rinzaburo Shida Award, and Okawa Publications Prize. He served as an OECD Committee on Digital Economy Policy (CDEP) vice chair, chairman of Beyond 5G New Business Strategy Center, chairman of 5G-driven Social Design Consortium, chairman of Smart Resilience Network, and chairman of Information and Communications Council, Ministry of Internal Affairs and Communications. His recent books are Data-driven Economy (2019) and 5G (2020). He is a fellow of IEICE.
