In this report, we introduce an indirect approach for enabling multi-carrier interconnection in disaster recovery. A common emergency packet transport network is efficiently constructed and shared by network carriers and a third-party organization. We propose a planning scheme for the construction of this emergency packet transport network. In particular, to eliminate worry of confidential information leakage, the planning problem is decomposed into seven different tasks, and is distributed to individual carriers and the third-party organization. The planning tasks undertaken by the third-party organization is merely based on the incomplete and disclosable information from the viewpoint of carriers. Simulations results reveal that our proposal can lead to significant cost-saving in network recovery with multi-carrier interconnection. |
