Since the Great East Japan earthquake, NICT (National Institute of Information and Communications Technology) has been conducting research on resilient ICT. When the 2016 Kumamoto earthquakes occurred, NICT dispatched researchers and the network equipment that had been developed in the resilien ICT research to the afflicted area to establish and operate the emergency network. Specifically, at the Takamori town office in Kumamoto Prefecture, emergency networks were established with an AP for the public administration at the disaster countermeasures headquarters around 1:30 PM on April 19th (General Administration Division) and another AP for the residents near the entrance of the town office around 2:30 PM on April 19th, and an internet satellite circuit via Kashima Space Technology Center was provided until around 8:30 PM on April 20th. As a result, both networks recorded a maximum of 18 Mbps. |
