以下に本学会のフェロー推薦規程の要約を示します。

Your name has been submitted as a reference on the IEICE Fellow grade nomination of the individual whose name appears on the reverse side of this from Confidential Fellow Grade Reference Form. For your information, the IEICE Bylaw requirements for Fellow grade are described below.

本学会理事・フェロー推薦委員会メンバー・フェローノミネーション委員会メンバー・ソサイエティ運営委員会メンバー・本学会職員は評価者になれません。

No member of the Board of Directors, the Fellow Committee of the IEICE Technical Society，the Fellow Nomination committee of the IEICE, Council Evaluation Committee Steering Committee of each Society of the IEICE, or the IEICE staff shall act as a reference for any candidate for Fellow grade if the reference occupies any of these positions on the date of submission of the reference form. Nominators may not serve as reference for the Fellow grade nominations which they are submitting.

基本的に本学会の正員フェローである必要があります。正員フェローとは本学会の会員証を現時点で有する方です。評価者はフェロー候補者の業績を個人的観点から評価することを期待されています。

To qualify as Reference you must be an “active” Fellow of the IEICE. The term” active” means that your IEICE membership must be current. You must be qualified to judge the candidate’s work from a personal knowledge standpoint.

フェロー推薦委員会は評価者の評価に頼るところ大です。ですから、評価シートではフェロー候補者の業績のうち、最低でも１つに関して独自性とか影響力を示す根拠を示してください。詳細な判断基準を示さずフェロー候補者の業績がすばらしいというような一般的なコメントはフェロー推薦委員会には役立ちません。例えば、評価者がフェロー候補者と共著の論文があり、それが今回評価対象である場合等、推薦者より明確な貢献度に対するコメントをお願いします。この様なコメントはフェロー推薦委員会にとって大変役立ちます。評価は別紙のフェロー候補評価シートを使用してください。

Substantial reliance is placed by the Fellow Committee on your statements. “Letters” of reference must cite specific evidence of the uniqueness and impact of at least one of the contributions of the candidate. Nonspecific comments, such as this person or work is outstanding, without accompanying detailed justification, are not of value to the IEICE Fellow Committee. Comments about the relative contributions of any work attributed to more than the nominee, for example, if you are a co-author of a listed work, are also very valuable to the IEICE Fellow Committee. All references must be submitted on the Reference Form.

推薦者の記載した事柄をそのまま繰返すような記述は不適当です。そのような記述ではフェロー候補者の業績評価に疑問をいだき、つまるところ評価の信頼性を傷つけ、フェロー候補者の相対順位を落すことになります。

The data on the Nomination From should not be repeated work for word on this Reference Form. Such appropriation of another’s words puts in question the reference’s judgement of the candidates accomplishments, and, to that extent, diminishes the judges’ confidence in the reference and reduces its contribution to the candidate’s ranking.

もし貴方が、評価者を務めるのであれば、別紙のフェロー候補評価シートの質問事項にお答えいただき、下記の宛先のフェロー推薦委員会へ郵送してください。（E-mailは禁止です。）３人以上の評価シートが１月３１日までに届かなかった場合は、フェロー推薦委員会では取り上げませんので御注意願います。推薦者に代わりまして、貴方のご協力に感謝いたします。

If you are willing to serve as a reference, please supply the information requested on the other side of the Reference Form, returning it in the enclosed self-addressed envelope to the Fellow Committee at the address bellow.

A nomination for Fellow grade will not be eligible for consideration by the Fellow Committee unless fivethree Fellow grade Rreference Form, of which you are one, submit their reference forms in time to be received by the Fellow Committee on or before 31 January. The nominator of this Fellow grade candidate thanks you for your cooperation and for sending the completed form to the Fellow Committee at your earliest convenience.

フェローの称号は本学会担当技術分野での卓越した貢献に与えられ、理事会からの要請により、本学会の技術分野での活動、業績ないし重要かつ顕著である人に授けるものです。

The grade of the Fellow recognizes unusual distinction in the profession and shall be conferred only by invitation of the Board of Directors upon a person of outstanding and extraordinary qualifications and experience in the IEICE designated fields ( including electrical engineering, electronics, computer engineering and computer sciences, and the allied branches of engineering and related arts and sciences), who has made important individual contributions to one or more of these fields.
