I would like to again express my pleasure to serve
as the Representative of IEICE in Taipei, one of the present five
IEICE Overseas Area Representatives. I am pleased to know that
this year the Representative in Indonesia has been newly established
and appointed. The IEICE is a very successful professional society.
It holds many conferences and technical meetings and issues high-quality
periodical publications which has already attracted many articles
from international authors. I am glad that the IEICE is strongly
promoting the Overseas Area Representatives Program. I understand
that one mission of the local area representative is to act as
a bridge between the Institute and the members in the local area
through academic meetings. I think, more importantly, through
such meetings, IEICE's activities will be publicized and hopefully
more members can be recruited.

I am glad to find that Taiwan is an important IEICE overseas
area in terms of the number of members as well as the number
of articles published in the Institutes English Transactions.
Having more lecture meetings or workshops would help publicize
these facts and let the general attendants get familiar
with the IEICE activities.

In fact, electronics, computers, and telecommunications industries
are key industries in Taiwan and therefore they are always
in need of engineers in these areas. All major universities
now have established College of Electrical Engineering and
Computer Science. As an example, the College of EECS at National
Taiwan University in Taipei has an enrollment of over 1000
undergraduate students, and over 1500 Master and PhD students.
Its research activities cover almost the complete spectrum
in EE and CS. Thus, an ideal place to hold IEICE lecture meetings
is on the National Taiwan University campus. Nearby, there
are the National Taiwan Normal University, the National Taiwan
University of Science and Technology, the National Taipei
University of Technology, and other private universities.
In addition, there are quite a few electronics and computer
companies within the city. Lectures given by renowned scholars
from Japan will not only offer opportunities for exchange
of ideas with local scholars but also be beneficial to many
students.

On December 8, 2003, we held the first IEICE lecture
event at National Taiwan University. The invited lecturer was
Dr. Kazuaki Sakoda from Nanomaterials Laboratory, National Institute
for Materials Science, Japan, and he gave a wonderful speech titled
Analysis of Electromagnetic Field in Photonic Crystals: Fundamental
Theory and Application to Nonlinear and Quantum Optics. There
were more than 70 attendants. I had the opportunity to make introduction
of the IEICE organization and her activities to the audience and
the IEICE flag was hung during the lecture event.
During this year, I plan to organize three lecture
meetings and invite three distinguished scholars from Japan to
offer seminars in different areas, such as antenna technologies,
photonics, and communications, so that IEICE activities could
reach researchers, engineers, and students of different fields.
I will think about how to publicize the IEICE organization in
domestic conferences and symposia in Taiwan. I will also try to
contact IEICE members in Taiwan to obtain their opinions on how
to promote IEICE activities. Finally, I briefly introduce myself.
I am currently a Professor at National Taiwan University in Taipei,
Taiwan. I am affiliated with the Department of Electrical Engineering,
the Graduate Institute of Electro-Optical Engineering, and the
Graduate Institute of Communication Engineering of the University,
which are all under the College of EECS. My research interests
include guided-wave structures and devices for photonics, computational
electromagnetics for problems in photonics, and photonic crystal
structures and applications.
