本論文は21世紀の来るべき高度情報社会に向けて、その重要な社会基盤となる情報通信ネットワークの構築・運用形態の基本概念について論じたものである。インターネットの爆発的な普及により、ネットワークの利用法は益々多様性を増している。また、ネットワークの実現手段もますます多様となろう。その結果、情報通信環境の評価は効率性、信頼性、という技術的観点よりも、個人の生活の質や、地域杜会の質の向上にどれほど良く整合しているか、という観点が大きな要素となるはずである。この様な、ユーザの求める質への整合性を高めるコミュニティネットワークの概念を紹介する。 |

In this paper, we discuss what should be the paradigm for constructing and operating next generation networks, which is one of the most important social infrastructure for the 21^ century. Network utilization is going to extremely expand after the explosion of Internet. In the same way, variety of network technologies will be realized in the future. Taking into account these trends, for the future network evaluations, the quality improvement of personal life and/or society is much more important than the efficiency and/or reliability improvements of network technologies. Following these considerations, we introduce the concept of community network which is possible to well matched to the comprehensive quality of information network environments required by users. |
