Provisions on Commendations


Chapter 1 || General Rules

Article 1 Awards and commendations to those who have made achievements in academic and related activities in the fields of electronic engineering and communications, based on Article 6 d) and e) of the IEICE Articles of Association, shall be presented in accordance with these Provisions, except where stipulated in Chapter 11 of the Regulations.

Article 2
The types of commendations shall be as follows:

a)Distinguished Achievement and Contributions Award
b) Achievement Award
c) Best Paper Award
d) Inose Award
e) Young Researchers' Award

Article 3 To select candidates for the commendations listed in Article 2 (above), the IEICE shall set up a committee for each type of commendation, assigning a chairperson to each committee.

Article 4 The Board of Directors shall determine the recipient of each commendation through consultation, based on reports by the committees described in Article 3.

Article 5 Commendations shall be presented at the General Assembly or other suitable forum.

Article 6 After the presentation of a commendation, as described in Article 5, the recipient's name and achievements shall be printed in the Journals of the IEICE.


Chapter 2|| Distinguished Achievement and Contributions Award

Article 7 This award is presented based on Article 51 of the IEICE Regulations, and is presented to those who have made an outstanding contribution to the study of electronic engineering or communication, or related activities, and whose achievements are outstanding. This award is generally presented to no more than five (5) recipients per year, selected from amongst those who have not received this award in the past.

Article 8 The Distinguished Achievement and Contributions Award shall take the form of a certificate and medal.


Chapter 3|| The Achievement Award

Article 9 The Achievement Award is presented based on Article 51 of the IEICE regulations; for each item on the below-mentioned list, three (3) cases shall be selected each year, and the Achievement Award shall be presented to those who have made contributions.

Award recipients shall be limited to no more than three (3) per achievement.

a)
Fundamental research involving new inventions, theories, experiments, methods, etc, the results of which have made a clear contribution to scholarship.
b)
The development or improvement of new devices or methods related to electronic engineering or communications, the results of which have been outstanding, with said achievements having come to light no more than (3) years earlier.

Article 10 The Achievement Award shall take the form of a certificate, medal, and prize money.

2. Prize money shall be30,000 per achievement.


Chapter 4|| The Best Paper Award

Article 11 The Best Paper Award is presented based on Article 52 of the IEICE regulations and shall be presented to the authors of papers published in The IEICE Transactions that have been selected for displaying outstanding excellence.

Article 12 Each year, three (3) papers shall be selected from those published in the IEICE Transactions of each Society (12 papers in total.) This number may be changed where circumstances dictate.

Article 13 To be eligible for selection, papers must have been published between October two years before the year of the award and September the year before the year of the award.

Article 14 In the case where the paper receiving the award is co-authored, all authors shall be presented with the award.

Article 15 The Best Paper Award may be received on multiple occasions by the same author.

Article 16 The Best Paper Award shall take the form of a certificate, medal, and prize money

2. Prize money shall be100,000 per paper.


Chapter 5|| The Inose Award

Article 17 The Inose Award shall be presented to the author of the paper selected for being the most outstanding of those published in the IEICE Transactions in the period specified in Article 13.

Article 18 Selection shall be made from amongst all papers selected to receive the Best Paper Award described in Chapter 4.

Article 19 This award shall take the form of a certificate, medal, and prize money.


Chapter 6|| The Young Researchers' Award

Article 20 The Young Researchers' Award is awarded, based on Article 53 of the IEICE regulations, to promising up-and-coming scientists and engineers, to promote the study of, and technology related to, electronic engineering and communications.

Article 21 To be eligible for this award, recipients need to have presented outstanding papers at the General Conference or a Society conference and fulfill all of the following criteria:

a
They must be a member of IEICE at the time of selection ("time of selection" shall mean the time each Society conference has finished.)
b
They must be younger than 33 years old on 31 December of the year of the conference in question. Those turning 33 on 31 December shall still be eligible.
c
They must have registered as a speaker when signing up for conference participation and have presented at said conference.
d
They must not have previously received this award, the Shinohara Memorial Young Investigators Award, or the former Young Researchers' award(s).

Article 22 Papers presented at the General Conference and the respective Society conference symposia shall be regarded as being equivalent to dissertations.

Article 23 The selection described in Article 21 shall be carried out once a year, promptly after the conclusion of the relevant conference (General, or of the relevant Society.)

Article 24 No more than 1.5 percent of papers presented at the Societies in the year in question, as classified by the Program Organizing Committee, shall be selected for this commendation.

Article 25 This commendation shall take the form of a certificate, medal, and prize money.

2. The prize money shall be50,000 per person.


Chapter 7|| Selection Committees for Commendations

Article 26 The commendation selection committees for the principal body, as stipulated in Article 3, shall include the Distinguished Achievement and Contributions Committee, the Achievement Award Committee, the Best Paper Committee and the Young Researchers' Committee, a total of four (4) committees.

The commendation selection committees for the awards of the various societies, as stipulated in Article 3, shall include the Best Paper Committee and the Young Researchers' Committee, a total of two (2) committees.

Any aspects of establishing Society selection committees not discussed in these regulations shall follow separately stipulated selection procedures.

2. The Distinguished Achievement and Contributions Award and Achievement Award committees may be convened together, as may the Best Paper Award and Young Researchers' Award committees. The Distinguished Achievement and Contributions Award committees and the Achievement Award Committee shall be formed every October, and the Best Paper Award and Young Researchers' Award committees shall be formed immediately the General Meeting for the year in question has finished.

3. The Distinguished Achievement and Contributions Award Committee shall select candidates for the Distinguished Achievement and Contributions Award.

4. The Achievement Award committee shall select candidates for the Achievement Award.

5. The Best Paper Award committee shall give final approval to papers selected by the Societies as candidates for the Best Paper Award and select candidate papers for the Inose Award.

5.2 The various societies' Best Paper Award selection committees shall select papers to be candidates for the Best Paper Award and report their decisions to the Best Paper Award Committee.

6. The Young Researchers' Award Committee shall give final approval to candidates for the Young Researchers' Award forwarded by the Societies and adjust the number of candidates to ensure there is the correct number from each Society.

6.2
The Young Researchers' Award selection committees of the respective Societies shall select candidates for the Young Researchers' Award and report their decisions to the Young Researchers' Award Committee.

Article 27 The committees described in Article 26 (above) shall, in general, be chaired by the following individuals:

a)
Distinguished Achievement and Contributions Award Committee and Achievement Award Committee: regional Vice President who assumed his/her position in an odd-numbered year.
b)
Best Paper Award Committee and Young Researchers' Award Committee: regional Vice President who assumed his/her position in an even-numbered year.

2. The chair shall preside over committee duties.

Article 28 The members of the committees described in Article 26 shall be appointed by the President at the recommendation of the committee chairs.

Article 29 A few secretaries shall be allocated to the committees described in Article 26.

2. Secretaries are selected by the chair from amongst the committee members.

3. Secretaries shall manage committee duties at the instruction of the chair.

Article 30 The Distinguished Achievement and Contributions Award Committee and the Achievement Award Committee are comprised of up to 40 committee members, including the Vice President, a Director of General Affairs, a Director of Conferences, Student Activities and Education, a Director of International Coordination and Publishing, a Director of Publications, a Director of Strategic Planning, a Director of Standard Activities, the heads of the societies, one of whom is a committee chair, as well as members taken from the various specialist fields.

Article 31 The Best Paper Award Committee and the Young Researchers' Award Committee shall be comprised of a chair, an incoming Director of General Affairs, a Director of Publications, two Directors of Journals and Transactions, in addition to four Best Paper Award Selection Committee heads - one from each Society, and four Young Researchers' Award Selection Committee heads - one from each Society, a total of 13 deliberating members. In addition to these, a voting member shall also be installed, said member exercising the right to vote for the Inose Award only.

2. The voting members shall be the Editorial Advisor, the Editor of the Journal of the IEICE, the Editor-in-Chief, IEICE Transactions (Japanese edition), the Editor-in-Chief, IEICE Transactions (English edition), and the Secretary of the same.

3. Voting members and deliberating members shall each be entitled to one vote for the Inose Award. Note that the chairs of Young Researchers' Award selection committees are excluded.

Article 32 The selection of individuals and papers for commendations by selection committees shall be carried out in accordance with selection procedures stipulated elsewhere.

2. The selection procedures for the selection committee of a Society shall be determined by the President of that Society.

Article 33 Once candidates for commendations have been selected by way of the procedure described in Article 32, the committee chair shall report the results thereof to the IEICE President.

Article 34 The committee shall be dissolved once the decision described in Article 4 has been reached.


Chapter 8|| Finances

Article 35 Expenses incurred in the presentation of the Distinguished Achievement and Contributions Award, Achievement Award, Best Paper Award and Young Researchers' Award shall be drawn from the basic accounts.

2. Expenses incurred in the presentation of the Inose Award shall be met with special award funds and the interest there from.


Chapter 9|| Supplementary Provisions

Article 36 Any change to these provisions or the procedures described in Article 32 requires the approval of the Board of Directors.

Additional Provision These regulations shall take force on 24 October 2002.
