Candidates for the Distinguished Achievement and Contributions Award, described
in Article 32 of the commendation provisions, are selected as follows:
1. The Distinguished Achievement and Contributions
Award Committee chair ("the Chair") shall have the Distinguished Achievement
and Contributions Award Committee members (all members including the Chair hereafter
referred to as "members") and separately stipulated recommending organization
select up to five (5) candidates for nomination every November, using the standard
form (stipulated elsewhere.)
2. The Chair shall convene the committee
and, after the nominated candidates have been debated, decide upon preliminary
candidates. A list of preliminary candidates shall then be drawn up in the standard
format, listing names in the order they were received.

a)

In the case that the President or Distinguished Achievement and
Contributions Award Committee chair is nominated for the Distinguished Achievement
and Contributions Award in the year in question but declines the nomination, he/she
shall be added to the list of candidates for the following year, regardless of
whether he/she is nominated. |

|
Those who are nominated in the year in question and become runner
up or second runner up under Item 4 shall be added to the list of nominated candidates
in the following year, regardless of whether they are nominated. |
3. The Chair shall request the members
to cast a secret ballot, in which voters rank no more than five (5) candidates
from the list of preliminary candidates (1st:
five (5) points, 2nd:four (4) points, 3rd:three
(3) points, 4th: two (2) points, 5th:
one (1) point; where there are four or fewer candidates, 5, 4, 3 and 2 points
shall be awarded respectively.) The Chair shall then set down the total score
for each candidate.
4. Based on the results described
in 3. (above), the Chair shall convene the committee and, after deliberation,
decide on the candidates to receive the award from among the preliminary candidates
selected through the process described below.

Candidates whose score is 2.5 times the number of committee members
("the threshold") or more are deemed preliminary candidates. However,
when five (5) or more candidates reach this score, preliminary candidates shall
be limited to the top-scoring five (5). In the event of a tie the committee shall
decide how to proceed. |

In the case that four (4) candidates reach the threshold described
in (a), the three (3) highest-scoring remaining candidates (including all those
who tied in the case of a tie) shall be selected to appear on the list of second-round
preliminary candidates, which shall be drawn up in the order of the Japanese syllabary;
a second vote is then called whereby these candidates are ranked in order of scores
allocated by secret ballot, with the highest scoring to fourth-highest scoring
candidates being forwarded as preliminary candidates, as a general rule. In the
cases that three (3), two (2) or one (1) candidate(s) reach the threshold, the
highest-scoring four (4), five (5) or six (6) candidates shall be listed, respectively. |

In the case that no candidate reaches the threshold, the highest-scoring
seven (7) candidates shall be selected (including all those who tied in the case
of a tie), and a second vote shall be called with each voter ranking no more than
five (5) candidates. As a rule, the highest-scoring five (5) candidates are forwarded
as preliminary candidates. |
5. The chair shall forward to the President
a record of the selected candidates described in 4.(7), giving their name, university
attended, year of graduation and employment record.
