Candidate Selection process for the Achievement Award


Candidates for the Achievement Award, provided for in Article 32 of the commendation regulations, shall be selected as described below.

1. The Achievement Award Committee chair ("the Chair") shall have the Achievement Award Committee members (all members including the chair hereafter referred to as "members") and separately stipulated recommending organization select up to three (3) individuals for nomination with the member name under Article 9 a) of the regulations and up to three (3) under 9b) every November, using the standard form (stipulated elsewhere.)

2. The chair shall convene the committee and, after recommended candidates have been debated, decide upon preliminary candidates, and draw up a list of preliminary candidates, listing names in the order they were received, using the standard format.
Those who are nominated in the year in question, and end up runner up or second runner up as per Item 4, shall be added to the list of nominee candidates in the following year, whether they are nominated or not.

3. The committee chair shall call a vote, with each voter ranking up to three (3) candidates by secret ballot from the preliminary candidates as per 9a), and up to three (3) as per 9b) (1st: three (3) points, 2nd: two (2) points, 3rd: one (1) point Where there are two or fewer candidates to be voted for, however, three (3) and two (2) points shall be awarded respectively) and find the total score for each candidate.

4. Based on the results described in 3., the chair shall convene the committee and, after deliberation, decide on candidates for 9a) and 9b) selected through the following process.

a)
When there are candidates whose scores are 1.5 times the total number of committee members (hereafter referred to as the "threshold") or more, the top-scoring three (3) (approximate) shall be forwarded as preliminary candidates.
b)
In the case that two (2) candidates reach the threshold, a list of second-round preliminary candidates shall be drawn up, listing the two (2) highest-scoring of the remaining candidates (including all those who tied in the case of a tie) in the order of the Japanese syllabary, or four (4) in the event of one (1) reaching the threshold; a second vote is called for whereby candidates are ranked in order of scores allocated by secret ballot, with the highest scoring one (1) (approximate) and two (2) (approximate) candidates being forwarded as preliminary candidates, respectively.
c) In the case that no candidate reaches the threshold, the highest-scoring five (5) candidates shall be selected (including all those who tied in the case of a tie), and a second round of voting shall be conducted in which voters rank up to three (3) candidates, with the highest-scoring three (3) or so candidates forwarded as preliminary candidates.
d) If the voting described in a), b) and c) results in a tie, the committee shall make a decision on how to proceed.

5. The chair shall forward a record of the successful candidates and their achievements overview and report to the President by the last third of March.
