Toward A World-Leading Journal
in Nonlinear Science and Engineering

 It is my great pleasure to introduce one of the IEICE’s online journals, Nonlinear Theory and Its Applications, IEICE, briefly “NOLTA, IEICE” organized by IEICE Engineering Sciences Society and published by IEICE*. About four years have passed since I referred to the launch of this journal in IEICE Global Plaza of IEICE Journal vol.93, no.11 (http://www.ieice.org/eng/activities/ieice_global_plaza/2009/22.html#2), it has come out to be shared by authors and readers over the world. Hereby, I would like to summarize the current situation of NOLTA, IEICE and discuss the future perspective. * (NOLTA, IEICE just started to be organized by NOLTA Society, IEICE on October 1st, 2014)
Overview
 NOLTA, IEICE is a quarterly, open access, peer reviewed international journal that covers the entire field of nonlinear science including 1) Nonlinear Theory in Science and Engineering, 2) Nonlinear Phenomena in Science and Engineering, 3) Mathematical and Numerical Methods, 4) Interdisciplinary Fields, and 5) Applications in Science and Engineering. Since October 2010 when the first issue was published, 169 papers including 36 invited papers have been published in sixteen issues.
Globalization of Editorial Committee
 An important feature of this journal is the high degree of internationality of editorial board members. 19 out of 25 Editors and 24 out of 43 Associate Editors are world-leading experts selected from outside Japan (see Table 1). Each submitted paper is handled by an appropriately selected Associate Editor and reviewed carefully by two experts selected by the Associate Editor. By this rigorous review process, the authors can receive the useful feedback from world-leading experts, thus the quality of accepted papers is guaranteed. Also, the authors can suggest their expected Associate Editors and/or possible reviewers when submitting a paper. Although their suggestion is not always accepted, the editorial board considers it as an important piece of information for the appropriate assignment of Associate Editors and reviewers.
Special Section
 Another important feature is special sections. Every issue contains one special section focusing on a specific topic of interest to the community of nonlinear science and engineering. The latest issue published on July 1st, 2014 is entitled "Special issue on nonlinear electronics: phenomena, models and computational methods" and contains 11 papers written by world-leading authors. Titles of other recent special sections/issues are: "communication science and engineering", "verified numerical computations", "nonlinear vibration in mechanical systems and its control - from nano to macro -", "advances and applications of nonlinear time series methods", "bifurcation", "analysis, design, and optimization of nonlinear circuits", "synchronization in nonlinear science and engineering", "energy localization and waves in nonlinear lattices", and so on. As indicated by these titles, a wide range of nonlinear science and engineering is in fact covered by the journal.

Future Perspective
 From these facts, I believe that NOLTA, IEICE is certainly on its way to becoming the world-leading journal in the field of nonlinear science and engineering. However, the number of papers from Japan is still much higher than those from outside Japan. To be more specific, about 74% of the papers published so far are from Japan (see Table 2). We need to continue publishing papers presenting high quality original research in order to take a further step toward the goal. We invite members and nonmembers of IEICE to submit their

original papers on any aspect of nonlinear science and engineering, which have not been published elsewhere and are not currently under consideration for another journal or conference. Also, we invite potential guest editors of special sections, including IEICE nonmembers, to submit proposals for consideration. Submitted proposals will be reviewed by the editorial board members.

2014 IEICE Society Conference Successfully Held at
the University of Tokushima, including 91 English
Presentations/Papers

 2014 IEICE Society Conference was organized by the three Societies, IEICE ESS, CS and ES and successfully held with more than 2,400 registered participants at the University of Tokushima Josanjima Campus in Tokushima city, Shikoku Island, the south of Japan, on Sept. 23-26, 2014. The Campus is located between Mount Bizan Park and Yoshino River, at the north east of Tokushima City with the long year history and traditional culture, above all famous by the traditional folk dance festival “Awa-Odori” and many historical places like Heike Clan House, Naruto Deutsches Haus where Beethoven's Ninth Symphony was first played in Japan, by German WWI prisoners and so on. The University Campus has been evolved from the former National Tokushima Technical College set up in 1922 and it was reformed as a part of the University in 1951, and has fostered excellent human resources and promoted innovative and global research activities covering advanced science and technology, and collaborations between engineering and medical science. The Conference participants made acquaintance with many researchers through presentation and discussion in the historical environment.
 The English Session BS-6 entitled “Network and Service Design, Control and Management” was provided by IEICE CS during the four day Conference. This Session has been evolved every year since the launch in 2004. It has much contributed to the globalization of IEICE with participation of international researchers and students. This year, the Session provided 36 English paper presentations with nine Sub-Sessions and encouraged useful discussion between the speakers and participants.
 Table 1 shows the statistics of the Conference. It provided 339 Panel/Tutorial/Symposium presentations and 1,332 general papers. The Conference achieved the rate of English contributions, 13% in Panel/Tutorial/Symposium Sessions and 3% in General Sessions.

Symposium on IEICE Knowledge Discovery
(I-Scover) Successfully Held at IEICE Headquarters
IEICE I-Scover Project
 
 The “IEICE Knowledge Discovery (I-Scover)is a database service where you can explore and search out any expected paper out of IEICE publications, or any other databases linked to IEICE’s database. The access to I-Scover is easy on the Web site called “I-Scover Park” and free of charge. (http://iscover-p.ieice.org/en/) Once you entered into the world of I-Scover, you can walk through it to find more preferable papers and reach the expected paper with keywords, relevant author-names, attributes or fields. The number of users has been increased over the world since the service started in April 2013.
 Here, we have organized the I-Scover Symposium 2014 at IEICE Headquarters on September 30, 2014. The purpose of the Symposium is to encourage general users or potential users to easily handle the I-Scover capabilities. The Symposium venue was filled by about 50 participants and we received active questions and opinions from the participants through discussion. The main topics of Guest Speeches covered the usage of academic paper information retrieval, database sharing, categorization of papers for easier search, and the main I-Scover event, “I-Scover Challenge 2013” in the last fiscal year (See the reference at IEICE Global Plaza, IEICE Journal no.5, Vol.97, 2014), and the plan of I-Scover Challenge 2014. Call for Papers

ICTF2015 Coming Up in Manchester, UK

 It is my pleasure to invite you to contribute with your work to the 2015 IEICE Information and Communication Technology Forum (ICTF2015) which will be held in Manchester, UK. The date of the conference is 3-5 June, 2015 (in the week just before IEEE ICC2015 will be held in London). It will be organized by IEICE Europe Section with the sponsorship of IEICE and IEICE Communications Society.
 As well as every year, a number of technical tracks, workshops and keynote sessions that would cover the special fields of Communications, Electronics and Engineering Sciences will be provided there. Your proposals are welcome for tutorials and workshops as well. Please contact the General Chairs for any inquiry that you may have.
