2013 IEICE General Conference Successfully Held at Gifu University
with About 11,000 Participants in Total

@The annual IEICE General Conference in 2013 was successfully held at Gifu University Yanado Campus in Gifu in the 500km west of Tokyo, on March 19 - 22. The university is covered with green trees, located in the field with old historical architectures like Gifu Castle and places with Japan Alps on the back where many foreigners visit all around year, and further it is well known with traditional products of fiber industries and knives, recently by taking the initiatives of industrial development at technological compounds like gSoftpia Japanh or gVR Techno Japanh. The Conference participants exchanged opinions through paper presentations and panel discussions, enjoyed their free time by visiting industrial sites or historical places in Spring season.
@The Conference is summarized by Table 1. The total@number of Conference participants reached about 5,111 in registration and effectively about 10,200. Most of the participants referred to their good impression at sharing updated technological knowledge and getting acquaintance with many relevant participants.

@The total number of papers and speeches given in English increased by 10% in average, in comparison with the former Conference. Above all, two events, Session TK-5 entitled gInternational R&D Trends in ICT -- Reports from IEICE Overseas Section Representativesh, and Symposium BS-1 entitled gNetwork control and management technologies for next generation applicationsh have much contributed to globalizing IEICEfs academic activities from the viewpoint that each of the events was provided to the general participants covering international students/scholars/researchers thoroughly in English from the beginning up to the end.
@The Session TK-5 was planned as a regular Session by the General Conference Committee and organized by IEICE International Affairs Committee (IAC) this year as well . Dr. Kazue Sako, NEC, IEICE Director in charge of International Coordination and Publicity chaired the Session. The general Conference participants, Overseas Section Representatives (OSRs) and committee members of IAC and TFIPP joined the Session. Dr. Shigeyuki Akiba, KDDI R&D Laboratories, Vice President of IEICE, Chairman of the 2013 General Conference and Chairman of IAC inaugurated the Session and invited the attendees to join the discussion from the viewpoint of the globalization of IEICE based on the annual reports and opinions of OSRs.
@Following his speech, each of 10 OSRs gave the speech focused on the issue, respectively. One of 11 OSRs could not join the Session due to his urgent issue. Dr. Shigeru Sasaki, Fujitsu Laboratories Ltd., IEICE Director in charge of International Coordination and Publicity and Secretary of
IAC gave the Closing Remarks. The venue was filled with about 60 participants and they joined positive discussions on the scheme and strategy of globalization and exchanged opinions with the OSRs. The speeches in the Session will be summarized in coming issue of IEICE Global Plaza.

Symposium BS-1 Provided Completely in English for International Participants during the General Conference

@In the 2013 IEICE General Conference, the IEICE Technical Committee on Network Systems (NS) hosted the complete English Symposium entitled gNetwork Control and Management Technologies for Next Generation Applicationsh as one of the eight Symposium Sessions focused on special topics of advanced technologies. NS has planned and managed this Session since 2005, to promote the globalization of IEICE by providing the participants staying in Japan or joining from overseas with more opportunities to present papers and discuss completely in English.
@This year, the number of papers submitted to this Symposium Session reached 62. It is the greatest number in the history. They were separated into 17 Sub-Sessions according to the topics and set up every day during the Conference. The total number of participants in the whole Session reached around 400. Various topics covering wireless networks, photonic networks, sensor networks, SDN, QoS/QoE, green ICT, social networks and others, were discussed in each session.
@Twenty to thirty General Conference participants joined at each Sub-Session. Every speaker and audience discussed and exchanged
opinions each other after the presentation very actively and in details. Since the time assigned for questions passed quickly, presenters and audience continued their heated discussion here and there even into the break periods.

@The session has a role of providing a unique opportunity for international students and researchers to discuss and exchange up-to-date topics, technical problems and ideas even if the research result is not mature. It helps them to find researchers interested in or studying the same area of technologies and make friends each other so that it will be very effective in the globalization of IEICE and much contribute to it.
@NS will select the best papers and award a prize of the session in the near future to encourage their continuous activities. The best papers will be awarded in the upcoming NS Technical Committee meeting in October 2013. Your participation in the English Session by NS will be welcomed next year as well!

The Fifth Welcome Party Provided
by IEICE Communications Society
to Encourage Students and Young Researchers
in the General Conference

@The IEICE General Conference 2013 was held at Gifu University in Gifu, Japan, on March 19 ? 22, 2013. In the evening on the first day, the fifth IEICE Communications Society (CS) Welcome Party was held. So far, the party has been held in the IEICE Society Conference since 2008 to provide an opportunity to talk friendly and exchange information between students and young researchers. This event has now become one of the major activities in IEICE-CS.
@This year, the party was moved from the Society Conference in fall to the General Conference in spring when students would start to think about getting a job. About two hundred people, including about 70 students and many researchers from universities, institutes, and industries gathered, and enjoyed conversations and exhibitions with complimentary foods and drinks.
@The party began with a welcome message from CS President, Prof. Yoshiaki Tanaka. Then it was followed by a main attraction: the six active communications engineering researchers from industry gave brief speeches with pieces of advice to the students. Technical Committees also had nice speeches for students. Then the second part of the party started with a toast from CS Vice President, Prof. Masahiro Umehira. About thirty posters of our Technical Committees and related companies were exhibited. Many students willingly had speeches with their thanks. Finally, CS President-Elect, Prof. Iwao Sasase concluded the party.
@As one of the organizers of this event, I would like to note that this event is open not only to the new members of IEICE-CS but also to all the students and researchers who are interested in the activities of IEICE-CS. We would like to thank all of attendees for the event. We hope that more people will join IEICE CS Welcome Party at Niigata University, Niigata, Japan, in March next year!

IEICE-OSR Meeting Held on the Occasion of the General Conference
IEICE International Affairs Committee
 
@The 2013 annual Overseas Section Representatives Meeting was planned by IEICE International Affairs Committee and held on March 21, 2013, on the occasion of the General Conference. The OSRs listed below, members of IEICE-IAC and IEICE-TFIPP joined the Meeting and discussed the vision of globalized IEICE through the future evolution of Overseas Sections, based on their activity reports and opinions. It is expected according to the discussion that the scheme to enhance the organization and function in each Section and positively support the academic activities including lectures and symposiums will be improved.
