Implementation of the Senior Member system
1.Background of the Senior Member System

The idea to establish a Senior Member system modeled after the current Fellow system was proposed at the Board of Directors meeting in December 2006, and a comment suggesting that the system be established at the earliest possible date was approved by the Board of Directors.

The procedural arrangements suggested by the Recommendation Committee were approved by the Board of Directors in February 2008, and the necessary rules and regulation to implement the system were enacted by the General Assembly in May. Based on this sequence of events, the Senior Member system is implemented in 2008.

2.Basic Idea behind the Senior Member System

The basic idea is to put in place a system that would raise awareness and inspire greater efforts among members by recognizing members for their professional excellence and continuous contributions to IEICE-designated fields by bestowing the title Senior Member, and in the future, this category of membership could serve as a pool or precondition for selecting and recommending members for elevation to Fellow.

Provisions implementing the title of Senior Member were modeled after the provisions regarding the title of Fellow, and have now been enacted in the IEICE rules and regulations. The proposed revision of the IEICE rules was deliberated and approved by the General Assembly in May 2008.

One objective is to make the processes of applying for the title of Senior Member and recommending Senior Member candidates as simple and convenient as possible by enabling these processes over the Web.

3.Senior Member System Overview

4.Key Dates in the Months Ahead

* October 1st, 2008 - January 31st, 2009: Start accepting applications for the coming year (via the website).
* February 2009: Begin reviewing candidates by the Senior Member Recommendation Committees (at societies).
* April 2009: Make necessary adjustments and assess candidates by the Senior Member Review Committee.
* May 2009: Approval by the Board of Directors, and presentation of commendation (by mail).

5.Revised IEICE Regulations regarding the title of Senior Member

A number of Regulations have been made in Section 1 Membership, Titles and Enrollment of the Regulations of the IEICE: Paragraph 4 of Article 2, Provisions regarding the title of Fellow, has been moved to Paragraph 5, and Provisions regarding the title of Senior Member have been inserted as Paragraph 4. The previous Paragraph 5 has been changed to Paragraph 6.


* Section 1 Membership, Titles and Enrollment

Article 1 Membership classifications, titles and qualifications shall be as outlined in Section 7 of the Articles of Association. Other matters shall be handled in accordance with these Regulations.
Article 2 Persons who have an academic degree or are deemed to have similar academic standing or technical experience shall be made Members. However, provisions may be established separately for Members (international) who are of a foreign nationality and reside overseas. Members (international) shall hold no voting rights nor eligibility for election to the Board of Directors or the various Councils.

Persons who were Student Members shall be made Members when he/she graduates or completes his/her course.

Persons enrolling as Members require nomination by two Members.
4.
Members who have been recognized for their sustained contribution to academic, technological or related activities and have greatly contributed to the Institute may be bestowed the title of Senior Member by the President upon approval of the Board of Directors. The criteria and procedure for nomination of Senior Member shall be established separately.
5.
Members who have been recognized for their remarkable contribution to academic, technological or related activities and have greatly contributed to the Institute may be bestowed the title of Fellow by the President upon approval of the Board of Directors. The criteria and procedure for nomination of fellowships shall be established separately.
6.
Honorary Members are nominated by the President upon approval of the Board of Directors in accordance with criteria established separately, with letters of recommendation presented at the next General Assembly or a suitable opportunity.
